- Improve crew resource management
- Improve runway safety
- Improve audio and data recorders/require video recorders
- Reduce dangers to aircraft flying in icing conditions
- Hire additional pilots
- Increase staffing at air-traffic control
- Update FAA air traffic control technology
- Provide emergency backup of the technology infrastructure
- Improve manufacturing of parts for airplanes and helicopters.
- Improvement in monitoring weather conditions
